Postmortem of India

Dear Friends

If we try to study Mumbai Incidents and the current Encounter in Mehar (Punch) then we can draw a conclusion that its a time to conduct a through and deep postmartum of Indian Intelligence system as well as defense system.

Base :

1. Mumbai attack was not a surprise, we have already information and some how most accurate information but we failed to act;-

* Refining this information.
* Protecting / Spying our sea.
* Spying Karachi Ports.
* We know that Taj and others are target but we have no map of these building.
* 10 Terrorist and 500 commandos bot still it had been taken 2-3 days. Means there is some problem in our security personal or in our policy makers.
* There was no command, only Mumbai crime branch have up to some extent.
* Terrorist have complete information regarding every movement of Security forces but there was no one to care about it.
* They are planned but we are unplanned.
* There should be our spy agents at Karachi and Mumbai beach and if not then why ?
* They carried a huge amount of weapons which was either preplanned or there was some one who helped to carry this.
* We are sure that few of their local helps were there and they escaped as victim.


2. For the last 3-4 days our army is fighting with terrorist in Mendhar (Poonch)

* It is a border area so what IB, MI and other agencies are doing.
* They have permanent concrete bunkers , it means it must be developed by local help.
* They are fighting for a long time so they must have huge amount of ammunition.

Why Postmortem :

1. If we analyze the period of Mumbai attack then we see that during this period (For Last 6 Months) RAW was busy in fighting its internal fight. Top officers have no time to look after their duties. They are just gossiping that who raped whom ?

2. IB is busy in astro speaks and just like a astrologist they are issue a monthly or weekly bulletin that terrorist attack is possible in this area. If it happened then they say we already informed but if not then they say we countered it.

3. MI (For Army, Navy and AF) they are covered with safety. Though Kargil or Mendhar is Totally their responcibility but who dare to ask. Top level is busy in their own politics and to make happy their political leaders so no one bother about country.

What To Do :

1. Define a clear cut policy and guidelines for each agency and put responsible for their act.

2. RAW should be thought a lesson that do not try to be ISI or CIA for India who try to govern the system of Government. They should be responsible for their duties (Management and Top Level) and it should not be treated a Milky cow in the name of Secrecy and security. Because the actual root level people oftenlly get a very small piece of chiken and rest is distributed between top level officers or Mediators.

2. Mostly IB is fighting with RAW to take credit and pass responsibility. A clear distinction should be identified and a lesson should thought that both are for India.

3. MI (For Army, Navy and AF) should not be sheltered in name of security. Kargil is a clear responsibility of Army and its Intelligence. For Mumbai how we can clean chit Navy and coat guard.

NIA :

NIA is equivalent to DIA of USA and not to FBI as people understand. Its main task will be Investigative not Intelligence.

In USA there was a central command in the chairmanship of President and all the agencies have a clear heirarchy and they always follow it. CIA is Presidents eye for External World and all the concern agencies are aware of each other.

In India same task was performed by different agencies and mostlly they copy each other making a little bit of change.

What Really India Needs:

Actuall India have to work on 3 Core modules :

1. Input : RAW, IB, MI, All Other departments having their own Intelligence system, States Intelligence Departments ( A Village level system is to be developed )

2. Output : Actual action should be executed by them- NSG, Central Forces, CBI, State Police SOG (This area need a deep make over )

3. Processing : This system is to be constructed.
